About the Founder

Founded in 2022 by Magid Yousif, P.E., Rowad Energy Consulting, Inc. is built on more than a decade of hands-on engineering, regulatory, and safety leadership across the U.S. energy sector. Magid brings over 14 years of professional engineering experience and has supported hundreds of complex energy infrastructure projects spanning investor-owned utilities, developers, and state government.

Magid holds a Bachelor of Science in Electrical Engineering from Iowa State University and is a licensed Professional Engineer (PE). He possesses deep technical expertise in electric transmission systems, natural gas pipelines, and hazardous liquid pipelines, coupled with a strong command of federal and state regulatory frameworks—including 49 CFR Parts 191, 192, 193, and 195, as well as the National Electrical Safety Code (NESC) and the National Electrical Code (NEC). His work consistently integrates rigorous engineering analysis with regulatory compliance and public safety priorities.

Magid has led or supported more than 100 energy projects involving electric transmission line siting and franchising, pipeline permitting, safety compliance, integrity management, and regulatory enforcement. As a qualified inspector for the Pipeline and Hazardous Materials Safety Administration (PHMSA), he brings first-hand, inspection-level insight into how federal and state pipeline safety regulations are interpreted, applied, and enforced.

Prior to founding Rowad Energy Consulting, Magid served at the Iowa Utilities Commission (IUC) as Safety & Engineering (S&E) Section Manager. The S&E Section oversees electric and pipeline safety programs and conducts technical evaluations of pipeline permits and electric transmission line franchises. In this capacity, Magid advised Commissioners, led technical reviews, and provided expert testimony in more than 20 contested docket proceedings involving electric transmission lines, natural gas pipelines, and hazardous liquid pipeline projects.

Magid also represented the State of Iowa at the National Association of Pipeline Safety Representatives (NAPSR), where he collaborated with regulators nationwide to advance inspection practices, enforcement consistency, and regulatory interpretation.

Magid’s rare combination of regulator-side leadership, PHMSA inspection experience, and deep engineering expertise enables Rowad Energy Consulting to deliver regulator-ready, technically defensible, and strategically sound solutions for utilities, developers, investors, and public agencies across the United States.
